In addition to those positive effects, U.S. intellectual property rights laws have played a major role in sustaining our own technology and innovation base. Indeed, the U.S. is now home to more patents per person than any other country. The intellectual property rights system, with its significant role for a global economy, has also benefited from the efforts of lawmakers who believe in intellectual property rights for all.
The traditional mix of support for high levels of intellectual property protection and support for fair trade agreements is at risk. In fact, one of the first acts of Congress under President Trump's new commission on intellectual property, the so-called IP Czar, is to advocate lowering the level of protection for foreign producers, specifically at the WTO. The commission argues that intellectual property rules are "unnecessary" and that in general, IP rules "should be harmonized."
The IP Czar, William Barr, is a good choice for this mission. He is currently the attorney general of the United States, the head of the Justice Department. Before that, he was deputy attorney general under President George H.W. Bush.
In that capacity, he was instrumental in helping to reform the Justice Department. He brought significant experience to bear in dealing with the Justice Department's budget, having been head of the Office of Management and Budget under President George W. Bush.
